Abstract:

The concept of Institutional Racism (IR) gained emphasis at the end of the 1990s and in the 2000s, thus becoming one of the central terms in the discussion on racism and the Health of the Black Population. In Brazil, this category has a hegemonic influence on the understanding of racism in health studies and debates. The objective of this article is to analyze the incorporation of the IR concept in Brazil, within the scope of implementation of the National Policy for Comprehensive Health of the Black Population. The present study was characterized by a qualitative approach and as a case study. Government documentsthe Ministry of Health and the Institute of Applied Economic Research were analyzed. Although the formal entry of the discussion about IR into the public policy agenda at the beginning of the 21st century represents a great achievement, apprehending this fact in isolation leads to disregard of the dialectical interaction between individual, institutional and structural forms in the dehumanizing process of racialization. Thus, combating IR depends on the ability to face the reasons that lead institutions to reproduce racism and its consequences on access to housing, work, education and, consequently, health services and actions.
