Abstract:

The 1988 Constitution approved the Continuous Cash Benefit (BPC) directed to elders and disabled persons with a per capita income of 25% of the minimum wage. In 2015, around 4 million people received this benefit. The design of BPC for disabled persons involves organizations of social security, health and social assistance. The article discusses how some intersectoral gaps in the implementation processes produce access barriers to applicants. The discussion ins grounded on a qualitative study with medical doctors, social workers and administrative personnelthe National Institute of Social Security(INSS) and of the Social Assistance Reference Center (CRAS) in three municipalities in different regions of Brazil. Coordination and intersectoral cooperation are more structured at the Federal level. Several problems at the local level use to be faced through informal and horizontal initiatives which produces immediate but discontinuous solutions. The role of the CRAS remains contingent on the implementation process. It is highlighted the need to establish institutional mechanisms for coordination and cooperation with the sectors of social welfare, and health and social insurance to improve implementation processes and reduce barriers to access to the BPC.
