Abstract:

The limits for personnel costs imposed by the Fiscal Responsibility Act (FRA) have been considered by local health managers as an obstacle to the health sector policies. The paper analyzes the linear trend of the indicators of personnel expenses and the correlation of this with the profile of spending on personal health of 5356 Brazilian municipalities from 2004 to 2009. The study of the time series used Finance of Brazil (FINBRA) and the Information System on Public Health Budgets (SIOPS). There was a trend towards an increase of 1.3% in annual average of total personnel expenditures of the municipalities, but the cost of health staff did not follow that growth. There was no correlation between the indicators, and this result is contrary to the arguments of health managers, they attach to the LRF problems for hiring workers and expansion of health.The data availability systems Finbra systems and Siops associated with lack of knowledge on the subject make timely new research.
