Abstract:

The coexistence of acute and chronic conditions imposes the reorganization of the current health system. The Viva Vida Program is the Minas Gerais strategy to face this problem in Children’s Health. One of its actions is the implementation of Centers “Viva Vida” of Secondary Reference (CVVRS). This study aimed at evaluating the pediatric care provided in a CVVRS, having as a reference the directives defined at the time of its implementation. A quantitative-qualitative approach was chosen, which included a cross-section study with stratified random sampling of 385 data sheets of children enrolled in the program from 2007 until 2009, as well as focus groups with strategic actors. There were divergences between the users’ profiles and the target audience concerning age, hometown and clinical characteristics. The access to the CVVRS and its utilization are different depending on the town. Problems like misinformation concerning the proposal as well as the difficulty of transportation and the fragility of the health network were pointed. The implementation of the center is identified as an innovative and important initiative for the expansion and organization of the health network, however, the logic planned is not observed in practice. Interventions for articulation between the network services and the conformation of the guidelines to the regional peculiarities are necessary.
