Abstract:

The purpose of this article is to present a debate on the new funding policy for Primary Health Care (PHC) in Brazil. To develop the payment method, national and international literature was consulted, as well as the involvement of municipal, state and federal APS managers. The proposed final model is based on weighted capitation; Pay for performance; Incentive for Strategic Actions. The capitation is weighted by socioeconomic vulnerability, demographic aspects and municipal adjustment, the payment for performance composed of a total set of 21 indicators and incentives for strategic actions was possible from the maintenance of some specific programs. The results of the simulations pointed to a low register (90 million Brazilians) for the current estimated coverage (148,674,300 million Brazilians). In addition, they demonstrated an immediate increase in financial resources for 4,200 Brazilian municipalities. It is observed that the financing proposal brings Brazilian PHC to the 21st century, points to the strengthening of PHC attributes and makes concrete the principles of universality and equity of the Unified Health System.
