Abstract:

The purpose of this article is to further highlight some underlying issues that can be useful for a comprehensive review of the theme with regard to the management of Health Science, Technology and Innovation (HST&I), as well as its strategies and priorities. This is an analytical essay supported by an extensive narrative review of technical literature, journalistic literature, legislation and other federal government rules. The results lead to the conclusion that the Health Production Complex undeniably and increasingly needs science for its maintenance. It is possible to infer that an institutional framework is being built in Brazil which strengthens, guides and encourages Research & Development (R&D) activities in the country and that clinical research produces scientific knowledge to solve public health problems, by generating new commodities or adding to existing techniques, processes and technologies, which in turn will be produced, commercialized and employed in their different segments, thus feeding the entire process the productive health complex.
