Abstract:

Brazilian national health service has gone through constant evolution and expansion since publication of the Federal Constitution of 1988. Federal District presented contributions in the Primary Health Care Policy field, especially between years 2016 and 2018 by defining Family Health Strategy as a definitive form of service organization in PHC and establishing a set of actions oriented to convert the model. This article describes and analyses the key processes of this change. Method applied was documentary analysis of ordinances, resolutions, reports and other documents, as well as data available in official databases. The development of a normative framework that includes implantation of the teams, work processes, changes in medical specialties and reorganization of health professionals who were already working in the PHC are highlighted in this article. Conclusion: Experience demonstrates the feasibility of incremental changes in health policies in order to increase population\'s access to health services, through definition of priorities, better management of workforce, training and decentralized planning, leading to a population coverage of Family Health Strategy increase28% to 69% reached in a two-year term for a population of around 3 million inhabitants.
