Abstract:

This article aims to analyze the process of implementation of the policies to the health of civil workers by the federal government in the period 2019-2016. Using as reference the historical institutionalism was conducted a case study in the city of Rio de Janeiro, focusing on the Integrated Subsystem Health Care of SIASS Public Server. They were used as a source of information documents, laws and decrees published in the federal government and the minutes and reports produced by the Health Permanent Forum of Rio de Janeiro worker. The results show that although designed as an integrated system referenced by the principles of workers‘ health, with an inflection, from 2013, toward a conservative model of occupational health, traditional and hegemonic in labor relations in Brazil. Also noteworthy is the loss of the universal character of the system due to the flexibility of labor relations in the public sector. As challenges are the need to Increase dialogue and Integration of Health Policy, Labor and Management in Public Administration, in order to guarantee the principles of workers‘ health and the universal system, is evolving from the concept of public servant for public worker.
