Abstract:

The health services management is a complex administrative practice due to the amplitude of the field of health and the need to reconcile individual, corporative and collective interests not always convergent. In this context, the assessment needs to have particular characteristics in order to fulfill its role. The objective of this study was to establish the characteristics that the evaluation for the management of health services should have to contribute to decision making. Usefulness, opportunity, feasibility, reliability, objectivity and directionality is the set of principles that should anchor this evaluation. An evaluation that leads to decisions that ensure not only their efficiency and effectiveness but also its implementation. The evaluation process should seek that decisions take into account the health needs of the population, the goals set for services and involve all stakeholders in order to make feasible the implementation of decisions taken. This article has the purpose to trigger a debate among different stakeholders in evaluation in the expectation that they can contribute to the reflection on the real usefulness of evaluation in which the political component in management has been increasingly prevalent.
