0350/2025 - Análise de Impacto Orçamentário da Oferta de Dispositivos Oclusais no Sistema Único de Saúde Analysis of Budgetary Impact of the Offer of Occlusal Devices in the Unified Health System
Objetivou-se avaliar impacto orçamentário da oferta de dispositivos oclusais (DOs) no Sistema Único de Saúde (SUS) a indivíduos com Disfunção Temporomandibular (DTM), Dor Orofacial (DOF) e/ou bruxismo. Realizou-se Análise de Impacto Orçamentário pela técnica de microcusteio bottom-up sob perspectiva dos gestores municipais num horizonte temporal de 5 anos. Obteve-se os valores monetários em reais em sites com preços de licitações, realizou-se análise de sensibilidade estática de 25% a partir do cenário-base, e estimou-se o impacto no orçamento conforme porte populacional dos municípios. O custo de um DO foi de R$149,81, com variação entre melhor e pior cenário, de R$104,93 e R$194,71. O impacto incremental no orçamento do total de municípios brasileiros para oferta de 4.240.551 DOs foi de R$635.276.945,31, com taxa de incorporação progressiva de 5% ao ano. Para municípios de porte pequeno I o impacto foi de R$208.535,52, R$521.338,80 para pequeno II, R$1.042.677,60 de porte médio e R$9.385.296,88 de grande porte. Concluiu-se que o custo municipal direto para confecção de um DO no SUS para indivíduos com DTM, DOF e/ou bruxismo foi de R$149,81, com impacto incremental de R$ 635.276.945,31 ao longo de 5 anos, considerando-se todos os municípios brasileiros.

The incremental impact on the budget of the total number of Brazilian municipalities for offering 4,240,551 ODs was R$635,276,945.31, with a progressive incorporation rate of 5% per year. For small I municipalities the impact was R$208,535.52, R$521,338.80 for small II, R$1,042,677.60 for medium size and R$9,385,296.88 for large size.
