0028/2025 - Modelo de Atenção na Estratégia Saúde da Familia: o cuidado antes e após pandemia por COVID-19 Model of Care in the Family Health Strategy: care before and after the COVID-19 pandemic
A Atenção Primária à Saúde (APS) é importante porta de entrada do Sistema Único de Saúde para realização do cuidado integral individual e coletivo. As alterações em políticas e em financiamento e a pandemia de COVID-19 provocaram mudanças no trabalho na APS. Esta pesquisa qualitativa objetivou analisar a organização do cuidado na Estratégia Saúde da Família (ESF) antes e a partir da pandemia por COVID-19 e seus desafios na perspectiva dos profissionais de saúde atuantes na APS. A coleta de dados foi realizada por meio de grupo focal com quatro equipes ESF e para análise de dados, usou-se análise temática. A organização do trabalho na ESF vem sofrendo alterações desde 2016, com aumento de processos burocráticos e desafios decorrentes da redução de trabalhadores. Na pandemia, houve deslocamento de profissionais, quebra da continuidade do cuidado e assistência sem coerência com necessidades da população, apesar de novas práticas e troca de saberes. Os desafios foram advindos do atendimento da população de outras áreas de abrangência. Conclui-se que as mudanças na organização do cuidado, diante do aumento da demanda por atendimento e do Previne Brasil, geraram desconstrução do modelo de cuidado da ESF, manutenção do modelo hegemônico, dificultando a integralidade.

Abstract:
Primary Health Care (PHC) is an important gateway to the Unified Health System for providing comprehensive individual and collective care. Changes in policies and funding and the COVID-19 pandemic have led to changes in work in PHC. This qualitative research aimed to analyze the organization of care in the Family Health Strategy (FHS) before and after the COVID-19 pandemic and its challengesthe perspective of health professionals working in PHC. Data was collected through focus groups with four FHS teams and thematic analysis was used to analyze the data. The organization of work in the FHS has been undergoing changes since 2016, with an increase in bureaucratic processes and challenges arisingthe reduction in workers. During the pandemic, professionals were displaced, continuity of care was broken and care was not consistent with the needs of the population, despite new practices and the exchange of knowledge. The challenges cameserving the population in other areas. The conclusion is that the changes in the organization of care, due to the increase in demand for care and Previne Brasil, have led to the deconstruction of the FHS care model, maintaining the hegemonic model, making it difficult to achieve comprehensiveness.
