0096/2026 - Política Nacional de Cuidados e Justiça Reprodutiva: intersecções necessárias National Policy on Care and Reproductive Justice: necessary intersections
O artigo apresenta reflexões preliminares de pesquisadoras do Grupo de Pesquisa Gênero, Reprodução e Justiça (RepGen) sobre o lugar dos corpos reprodutivos na Política Nacional de Cuidados, no Brasil (PNaC), analisando o tema à luz da noção de justiça reprodutiva. Na Introdução, contextualizamos o objeto deste trabalho. Na segunda parte, apresentamos uma síntese dos enunciados conceituais da política, destacando aspectos mais relevantes para a discussão proposta. Em seguida, problematizamos a ausência do cuidado dos corpos reprodutivos na PNaC e os desafios que enfrenta para definir suas especificidades diante de outras áreas de políticas públicas que também têm o cuidado como eixo central — especialmente a Saúde. Na quarta parte, argumentamos que, embora a PNaC reconheça as trabalhadoras do cuidado como público prioritário, não incorpora plenamente suas necessidades de cuidado reprodutivo, deixando de contemplar temas como dignidade menstrual e aborto. Concluímos que reconhecer o cuidado dos corpos reprodutivos como dimensão estratégica da justiça social e reprodutiva e eixo transversal da PNaC representaria um avanço decisivo para o enfrentamento da ordem social patriarcal, racista e capitalista que regula corpos, saberes e experiências reprodutivas.

Abstract:
This article presents reflections by researchers from the Gender, Reproduction and Justice Research Group/RepGen on the place of reproductive bodies within Brazil’s National Policy on Care (PNaC), analyzed through a reproductive justice lens. The first section contextualizes the study. The second synthesizes the policy’s main concepts, highlighting elements relevant to the discussion. We then address the absence of reproductive body care work in the policy and examine the challenge PNaC faces in defining its specificities in relation to other public policies centered on care, especially Health. In the fourth section, we argue that although the PNaC identifies care workers as a priority group, it still fails to incorporate their own reproductive care needs, overlooking issues such as menstrual dignity and abortion. Despite these gaps, the policy creates room to imagine more equitable care models. We conclude that recognizing the care of reproductive bodies as a strategic dimension of social and reproductive justice — and as a transversal axis of the PNaC — would be a decisive step toward confronting the patriarchal, racist, and capitalist order that regulates bodies, knowledge, and reproductive experiences.
