Resumo:
O Programa Mais Médicos objetiva diminuir a carência de médicos e reduzir as desigualdades regionais em saúde e envolve três frentes estratégicas: i) qualificação profissional, com abertura de vagas em Cursos de Medicina orientados por novas Diretrizes Curriculares; ii) investimentos na construção de Unidades Básicas de Saúde; iii) provimento de médicos brasileiros e estrangeiros. O programa efetuou, até julho de 2014, o provimento de 14.462 médicos em 3.785 municípios com áreas de vulnerabilidade. Evidências indicam redução em 53% no número de municípios com escassez de médicos; na região Norte 91% dos municípios que apresentavam escassez foram atendidos, com quase cinco médicos cada, em média. A integração dos profissionais nas Equipes de Saúde da Família fortaleceu e expandiu a capacidade de intervenção, especialmente na perspectiva da adoção de um modelo de atenção que englobe as diferentes demandas de promoção da saúde, prevenção, diagnóstico e tratamento de doenças e agravos, para enfrentar o desafio da dupla carga de doença. Prevalecem na população a obesidade e doenças crônicas não transmissíveis, lado a lado com as enfermidades infecciosas, parasitárias e carências nutricionais remanescentes. O povo das cidades, do campo e da floresta quer mais médicos e mais perspectivas de saúde e de justiça social.

Abstract:
The Program More Doctors aims to decrease the shortage of physicians and reduce the regional health disparities and involves three main strategies: i) professional qualification, by increasing the number of undergraduate students at Medical Schools under new curriculum guidelines; ii) investments in the (re)construction of Primary Healthcare Units; iii) provision of Brazilian and foreign medical doctors. Until July 2014, the Program made the provision of 14,462 physicians to 3,785 municipalities with vulnerable areas. Evidence indicates a 53% reduction in the number of municipalities with physicians’ shortage; in the North, 91% of the municipalities with physicians’ shortage have been provisioned, with almost five physicians per municipality, on average. The professionals’ integration in the Family Health Teams has strengthened and expanded the capacity of intervention, particularly in the context of adopting a healthcare model that encompasses different demands of health promotion, prevention, diagnosis and treatment of diseases and disorders, to face the challenge of the double burden of disease. The population is affected by obesity and non-communicable chronic diseases, alongside with infection, parasitic diseases and malnutrition remaining. The people of cities, rural areas and forests want more doctors, health perspectives and more social justice.
