Since urgent service in dentistry lies within the reference and counter-reference network and interacts with the intersection of primary, secondary and tertiary care, current analysis describes the interface between primary care in health (APS), especially the Family Health Strategy, and secondary care in oral health employing dentistry urgency service (SOU) in the municipality of Recife, Brazil. The paper deals with a case study based on a qualitative, exploratory, and descriptive foregrounding. Data were harvested from half-structured interviews. ALCESTE 13 was employed for analysis. A weak integration between care levels and slight resolution attitude was evidenced, producing numberless PNSB activities and guidelines as liabilities. A partially unconnected web is extant, with great deficits in APS and SOU. In other words, access is still unattainable by all and there is an awareness of an undisputable need for greater integration among the services. Undoubtedly the issues with the interface between primary care and urgency services in mouth health are many and complex. Individual solutions are scantily effective and complex in their operationality. Most of these initiatives broaden access and foreground decision-taking, referencing and efficiency.

Abstract(resumo):
Considerando que os serviços de urgência odontológica compõem a rede de referência e contra-referência, interagindo na intersecção do atendimento primário, secundário e terciário, a presente pesquisa visou descrever a interface entre a atenção primária à saúde (APS), particularmente da Estratégia de Saúde da Família, e a atenção secundária em saúde bucal, utilizando-se dos Serviços Odontológicos de Urgência (SOU), no município do Recife. Trata-se de um estudo de caso qualitativo, exploratório e descritivo. A coleta de dados se deu a partir da realização de entrevistas semi-estruturadas. Foi utilizada a análise clássica do ALCESTE a partir do Dendograma de Classificação Hierárquica Descendente, permitindo compreender as expressões e cada uma das palavras pronunciadas pelos profissionais de odontologia, analisando-as a partir de seus lugares e inserções sociais. Evidenciamos uma frágil integração e pouca resolutividade entre os níveis de atenção, apresentando uma rede parcialmente desconectada. Indubitavelmente os problemas com a interface entre a atenção primária e serviços de urgência em saúde bucal são múltiplos e complexos. As soluções individuais possuem baixa efetividade, sendo estas complexas em sua operacionalização.
