O objetivo deste artigo é analisar as possibilidades de cumprimento da Meta ODS 3.1 pelo Brasil, a partir do diagnóstico sobre a situação da mortalidade materna nas Regiões de Saúde (CIR), em 2018, e as principais características desta mortalidade, entre 1996 e 2018, no país. Estudo com duas etapas articuladas: (i) análise bibliográfi¬ca sobre a mortalidade materna no Brasil; (ii) estudo sobre a mortalidade materna no SIM. A primeira constrói o referencial teórico para a análise da segunda. Em 2018, das 450 CIR, 159 apresentaram RMM superior a 70 por 100.000 NV. Apesar das altas razões de mortalidade entre 1996 e 2018, no Brasil, houve redução entre mulheres de 30 a 49 anos. Entretanto, a faixa de 10 a 29 anos permaneceu inalterada ao longo da série estudada. A disseminação dos Comitês de Mortalidade Materna, o PHPN, a PNAISM e a Rede Cegonha influenciaram melhorias na gravidez tardia, no entanto, foram ineficientes na prevenção dos óbitos entre mães jovens. O cumprimento do ODS 3.1 passa por uma discussão que envolva: a priorização das CIR que apresentam RMM superior a 70,0/100.000 NV; a qualificação dos serviços de pré-natal, com foco na (i) adequação do acompanhamento entre mulheres de 10 e 29 anos e (ii) na prevenção de complicações hipertensivas; e a legalização do aborto.

This paper aims to analyze the possibilities of compliance the SDG 3.1 by Brazil, based on the diagnosis of the situation of maternal mortality in the Health Regions (CIR), in 2018, and the main characteristics of this mortality, between 1996 and 2018, in Brazil. The study with two articulated stages: (i) bibliographic analysis on maternal mortality in Brazil; (ii) the study on maternal mortality in SIM. The first constructs the theoretical framework for the analysis of the second stage. In 2018, of the 450 CIR, 159 presented MMR higher than 70 per 100.000 live births. Despite the high mortality ratios between 1996 and 2018, in Brazil, there was a reduction among women aged 30 to 49 years. However, the range10 to 29 years remained unchanged throughout the studied series. The dissemination of the Maternal Mortality Committees, the “PHPN”, the “PNAISM” and the “Rede Cegonha” influenced improvements in late pregnancy, however, they were inefficient in preventing deaths among young mothers. Compliance the SDG 3.1 involves a discussion that prioritizes: the CIR that present MMR higher than 70,0/100.000 LB; the qualification of prenatal services, focusing on (i) the adequacy of services among women aged 10 to 29 years and (ii) the prevention of hypertensive complications; and the legalization of abortion.
