Os efeitos das mudanças climáticas, como as enchentes recordes no Rio Grande do Sul em 2024, destacam a necessidade de resiliência nos sistemas de saúde para lidar com diferentes crises. A Força Nacional do Sistema Único de Saúde (FN-SUS), criada em 2011, atua na prevenção, assistência e resposta a desastres e emergências epidemiológicas. Durante as inundações de 2024, a FN-SUS mobilizou-se rapidamente, instalando hospitais de campanha e fornecendo cuidados médicos, gerenciamento de condições crônicas, prevenção de doenças infecciosas e apoio à saúde mental. Este estudo sugere que a FN-SUS, ao fortalecer a capacidade do SUS de responder a desastres, também pode desenvolver uma resiliência permanente, inclusive diante de eventos de menor intensidade. Propõe-se que a FN-SUS seja um programa contínuo e proativo, com articulação multissetorial e financiamento adequado, para garantir a manutenção das funções essenciais de saúde pública e a prontidão do SUS para futuras crises.

Abstract:
The effects of climate change, such as the record floods in Rio Grande do Sul in 2024, highlight the need for resilience in health systems to cope with health crises. The National Force of the Unified Health System (FN-SUS), established in 2011, operates in prevention, assistance, and response to disasters and epidemiological emergencies. During the 2024 floods, FN-SUS mobilized quickly, setting up field hospitals and providing medical care, managing chronic conditions, preventing infectious diseases, and offering mental health support. This study suggests that FN-SUS, by strengthening the SUS\'s capacity to respond to disasters, can also develop resilience to less intense events. It proposes that FN-SUS should be a continuous and proactive program with multisectoral coordination and adequate funding to ensure the maintenance of essential public health functions and the SUS\'s readiness for future crises.
