Abstract:

Few studies have been conducted to evaluate the Family Health Strategy (FSH) as a gateway to the public health system from the simultaneous perspective of managers, professionals and users. Questionnaires adapted to the Brazilian reality (Primary Care Assessment Tool) to evaluate access and service utilization, applied to 30 managers, 80 professionals and 882 random FHS users in São Luís. The differences between evaluations of managers, professionals and users were identified by the Kruskal-Wallis and Dunn post-test. Users faced difficulties in access and services utilization, also considered unsatisfactory by managers and professionals. Access was the worst evaluated dimension and non-functioning of units after 18 hours and weekends were their main difficulties. The evaluation of the managers and professionals were different from the user’s evaluation, being the manager’s evaluation more favorable with that of the users in relation to obtaining consultation in less than 24 hours, operation of the units on weekends, waiting for less than 30 minutes and the availability of adequate equipment and telephone for an appointment. Gratuity, use of FHS before the specialized care and use of preventive services have been well evaluated. The operation of units must fit the users’ needs. The current configuration does not favor access to the working population.
