Abstract:

Universal access to health services is a municipal administration challenge, especially in a society that treats health as a commodity and considers the individual consumer at the expenses of the citizen. This study aimed to recognize the social representations in the narrative of local health managers about the access to health services. The managers work in a micro-region of Brazil southeastern. This is qualitative research, in wich have been interviewed with 16 managers. In the data analysis, we have applied the Collective Subject Discourse technique, using the Qualiquantisoft software. We have identified four central ideas: coordination between federal states; need of reorganizing the user reception; user service and the fragility in the access guarantee. It was found that the quality, resolvability, the approach to the user‘s needs and care networks organization are poorly expressed, which reflects an understanding that does not considers ‘ access quality and resolution’. It is understood that the managers‘s impotence to make changes and the lack of society and workers‘s engagement in the management strengthen the supremacy of market interests and contribute to a ‘limited access‘ and the maintenance of the hegemonic model of care.
