Abstract:

This is a systematization of international experiences aimed at reflecting on the challenges related to health surveillance actions in coping with COVID-19, within the scope of Primary Health Care (PHC), in health systems in ed countries. The study included countries with different PHC models, but which adopted surveillance in the territories as a premise for controlling the transmission of COVID-19. There was a bibliographic review of the scientific literature and a documentary analysis of norms and guidelines related to the organization of PHC to face the pandemic. The production of the data took place between April and July 2020 and involved the search for documents about the COVID-19 confrontation, with regard to PHC, on the official government websites of each country and in the scientific databases Web Of Science and Science direct. Integrated health surveillance actions demonstrated a more targeted action on risks, making possible innovative and more effective responses to cope with COVID-19, considering emerging needs within PHC. However, experiences developed by some countries, with the support of new digital and virtual technologies to improve the performance of surveillance actions, have presented ethical and operational controversies in addition to the challenges of access to technologies resultingsocial inequalities.
