Abstract:

The REPLACEion of Integrative and Complementary Practices in public health systems has been much discussed nationally and internationally. In Brazil, the National Policy on Integrative and Complementary Practices guides the inclusion of acupuncture in the Unified Health System. This article analyzed the deployment of acupuncture in Unified Health System of 26 municipalities of the Regional Department of Health XIII/São Paulo, between 2001 and 2011, the Municipal Health Plans, Annual Reports of Management and Information Systems. The records related to acupuncture were analyzed in the categories context, actors, content and process of implementation of practice. The results showed a favorable environment in the legislative framework and unfavorable financing; only institutional actors; the content contained inconsistencies in the structure of the documents and records of acupuncture; the process showed that the policy helped to describe the organization for the provision of acupuncture. It is concluded that acupuncture and instruments of management and health planning have incipient incorporation into 26 municipalities, which precludes monitoring and maintains these practices on the periphery of the system.
