Abstract:

Given the national scenario of lack of resources in the Brazilian Unified Health System (SUS), there are major differences in the funding models of the cities. Thus, this study aimed to analyze funding and expenditures of the SUS of seven cities in Rota dos Bandeirantes health zone of the state of São Paulo, SP, Brazil,2009 to 2012. For the analysis, settled expenditure indicators were collectedthe Information System of Public Health Budgets, which presented descriptive data with absolute and relative frequency calculations. It was identified that the income per capita available for the city of Barueri is almost ten times higher than the city of Carapicuíba, and Barueri spends, per person, more than twice the regional average and almost five times more than Carapicuíba. The Federal Government is responsible for 95.4% of all funding made for the cities. A great part of the available income of the cities in the area includes their own taxes and state transfers. All cities presented a significant positive development, both for available income and health expenditures. The regional average is 27.3%, and in Carapicuíba, it went up to 37.5%, which is much higher than the minimum of 15% required by the Federal Constitution.
