Abstract:

Descriptive study that analyzed the health services performance of 112 municipalities (g100) characterized by more than 80 thousand inhabitants, low public revenue, and socioeconomic vulnerability. Based on Projeto de Avaliação de Desempenho do Sistema de Saúde, 31 indicators of financing, resources, access, effectiveness, acceptability, and appropriateness were ed for the period 2017-2020; and comparing the indicators variations of each year in relation to the previous one. In 2020, there was an increase in financial support, especially the SUS transfers (31.6%). The hospital beds’ supply had been decreasing between 2017 and 2019, increased in 2020; and the supply of health professionals showed a slight increase. There was reduction in cervical and breast cancer screening exams of almost 40% (2020), and reductions in surgical procedures, such as cataracts and angioplasties. The hospitalizations for ambulatory care sensitive conditions were 15.8% in 2020, 14.1% lower than in 2019. There was a 55.8% increase in Diabetes mortality and greater tuberculosis treatment non-adherence. The pandemic context requires caution into interpreting results, which point to access barriers and postponement care delivery. There are study limits, however the picture described has provide a wealth information and input for making decisions on resource allocation and improving the healthcare quality.
