Abstract:

In 2009 the Health State Secretary of Sao Paulo Institution created a Program to qualify the primary health care of the state. This proposal includes a new job function, the articulator of primary health care. Due to the scarceness of information about the practice of these new professionals on the scientific literature, this article aims to analyze how do articulators make meaning about their function and how do they described it. Thirteen articulators were interviewed. The interviews were analyzed by qualitative methods. The results describes three themes: 1) Articulators’ roles: technical advisor, communicator and politician role; 2) Activities, for example: municipalities’ diagnosis, negotiation of proposals, meetings, visits to municipalities; and 3) Challenges, which are inherent of the health reform process, for example: the lack of physical and human resources, professionals’ practice centered in medical model, among others. We conclude that the Program can contribute to develop the Primary Health Care. Nevertheless there are many contextual challenges to be overcome.
