This research intended to analyze the model adopted in the construction of the Community Advisory Panels. The empirical object is the Camaçari Community Advisory Committee - Ba, the first one in the country that has been a reference for the implementation of others. The participant observation and 17 interviews were the principal data sources. The Advisory Committee is a sophisticated mechanism of docilization and responsabilization to the dissemination of an organizational and hegemonic ideology and the neoliberal governance ways.Key- words: risk, participation, responsabilization, power, communities’ advisory panels
