The National Pharmaceutical Assistance Policy (PNAF) was the first public policy created through social oversight. The consolidation of the National Health Council as a democratic, pluralistic, and activist space, especially in the approval of the PNAF, coincides with a strategic moment in Brazilian foreign policy and health diplomacy, focused on reconfiguring global geopolitics, especially in North-South relations. This article analyzes how, over the past 20 years, Brazilian foreign policy has been articulated with the defense of health on the international stage, especially in negotiations that affect access to safe, effective, high-quality, and affordable medicines. This is a qualitative, descriptive study grounded in Brazilian foreign policy (PEB), innovation, and intellectual property rights. It concludes that the decolonization of health in the Global South, especially in the post-pandemic scenario, requires a renewed commitment to equity, social justice, and the human right to health. Brazil, with its experience in public health policies and local drug production, has the potential to lead this transformation.
DESAFIOS E PERSPECTIVAS DA ASSISTÊNCIA FARMACÊUTICA NO CONTEXTO DA POLÍTICA EXTERNA BRASILEIRA: UMA ABORDAGEM À LUZ DA DESCOLONIZAÇÃO DA SAÚDE NO SUL GLOBAL NO PERÍODO PÓS-PANDÊMICO
Abstract(resumo):
A Política Nacional de Assistência Farmacêutica (PNAF) foi a primeira política pública criada por meio do controle social. A consolidação do Conselho Nacional de Saúde como espaço democrático, plural e ativista, especialmente na aprovação da PNAF, coincide com um momento estratégico da política externa brasileira e da diplomacia da saúde, voltada à reconfiguração da geopolítica global, sobretudo nas relações Norte-Sul. Este artigo analisa como, nos últimos 20 anos, a política externa brasileira tem se articulado à defesa da saúde no cenário internacional, especialmente em negociações que afetam o acesso a medicamentos seguros, eficazes, de qualidade e com preços acessíveis. Trata-se de um estudo qualitativo descritivo, fundamentado na política externa brasileira (PEB), inovação e direitos de propriedade intelectual. Conclui-se que a descolonização da saúde no Sul Global, especialmente no cenário pós-pandêmico, exige renovado compromisso com a equidade, justiça social e o direito humano à saúde. O Brasil, com sua experiência em políticas públicas de saúde e produção local de medicamentos, tem potencial para liderar essa transformação.
