Abstract:

The object article is analysis of the social and environmental conditions in communities in urban areas, subnormal clusters that are sitting on the edge of streams affected by public health care. The main objective of the article is to identify access to: social inclusion programs, assistance of health, public services, water supply and water-saving practices, in areas of irregular occupation. Adopted technique of random sample stratified by conglomerates with simple sampling strategy. In the universe of 14,079 households, 68 leaders were interviewed, representing 6,800 households on average on a standardized distribution (mean 0 and standard deviation 1) were used to cover the situations which cover 96% of cases with a margin of error of + or-1% of the average. The theoretical approach proposes a reflection and verification through questionnaires on the mechanisms of exclusion and poverty perpetuates the vicious circle of inequality, risks to health and the environment, and must be considered in the policies and procedures on behalf of urban sprawl. As a conclusion, identifies several challenges to social and environmental vulnerability areas: improve the low quality of health services and sanitation in subnormal clusters; modify the behavior of the population accessing illegal form networks; and deploy inclusive governance mechanisms.
