Abstract:

Housing First (HF) is has spread as an intervention to overcome homelessness among people with mental health problems. In Brazil, HF inspired initiatives focused on homeless people who abuse drugs implemented in the field of public policy. Studies indicate the need to expand our understanding of the dynamics of HF implementation in different contexts. Thus, using a literature review method, we identified and discussed barriers and facilitating factor that influence HF. 68 articles, published between 2003 and 2020, were ed through PubMed, Scopus, PsychoINFO, Embase, Lilacs and Scielo databases. We identified factors in four dimensions: intervention characteristics, implementation context, institutional aspects and implementation process. Factors identified as hindering the implementation of HF are: shortage of accessible housing, lack of coordination between services to address residents needs and the resistance of agents implementing HF to its principles. In turn, continuous education programs and convergence of the values, attitudes and competencies of agents with those of HF were identified as facilitating factors. We also point out the need to further explore and favor the integration of HF into existing social protection systems.
