Abstract:

Based on bioethical reflections on human rights, it was implemented a descriptive study on the perception of public administrators and counselours. A survey was conducted with 50 participants, divided in two groups: 29 counselours on rights of disabled people and 21 Specialists in Public Policies and Government Management. The data was analysed using descriptive statistics. Overall, the results showed that, for counselors, disability is a social issue and should be shared in society, while, for public administrators, it is a personal tragedy limited to individual and family sphere. It is hypothesized that such a view stems from different perspectives regarding the allocation of public resources. It is noteworthy, too, the importance of the experience of disability, or living with people with disabilities, to support quality assessment and life satisfaction experienced by people with disabilities and contribute to the development of public policies. Similar studies with more comprehensive and diversified samples are recommended, as well as the adoption of participative and qualitative methodologies.
