Abstract:

COVID-19 pandemic highlighted the need for establishing risk management tools in accordance with international standards and agendas related to the health sector. The study aimed to analyze the links between the Sendai Framework for Disaster Risk Reduction, the Sustainable Development Goals (SDGs) and the principles of the Unified Health System (SUS), in the context of a public heal the emergency of the pandemic COVID-19, and its potential implications for the health of the population. The study is qualitative, cross-sectional, with data gatheredhealth experienced professionals with emergency and disaster risk management and assistance, and treatedusing the Iramuteq software for lexical analysis. The lexical corpus was presented through hierarchical classification, which originated seven textual classes grouped into three categories: - reply to disaster in the context of SUS, - prevention of future disaster risks and- preparation, recovery, the Sendai Framework and the SDGs. Emphasizing the direct and indirect effects of the COVID-19 pandemic and the challenges related to disaster risk reduction advocated in the Sendai Framework, points to the need of strengthening the safety and sustainability in SUS, which goes accordingly with the ODS, as well to the social determinants of health.
