Abstract:

The article analyzes the implications of the growth of the municipal budget revenue and monetary policy rates inflation in the availability of public resources for the health of the municipal entity. The research is descriptive, quantitative, exploratory and retrospective longitudinal section, covering the period 2002-2011. Financing variables and Spending with health were analyzed in the municipalities of the state of Pernambuco, describing the evolution and the relationship between them. The data showed the growth of the variables and the trend towards homogeneity. The exception was for the participation of Intergovernmental Transfers in the Total Expenditure Municipality with Health (stagnant between 40% and 50%.). Found a significant correlation between per capita Revenue Budget and Expenditure per capita Health and strong significant negative correlation between Inflation Rate, per capita Revenue Budget and per capita Expenditure on Health. The results show that the increase in expenditure on health is due more to the growth of municipal tax revenue that the growth of transfers, because, in relative terms, did not increase. The strong inverse relationship between inflation rate and the Finance and Expenditure variables show that the monetary policy rates inflation have restricted health financing at the municipal one.
