Abstract:

Brazil has a health system of universal public insurance, but 25% of its population has a private health plan. Considering the current context of population aging, chronical diseases prevalence and high health care costs, the aim of this study is to assess if the barriers to access and use of private health plans services, expressed in complaints of affiliates, affect more strongly the older population, comparing to adults and children. This study was cross-sectional, exploratory and descriptive; adopted a quantitative approach using secondary data from National Agency for Private Health Insurance and Plans (ANS). The study analyzed the complaints reported to ANS concerning beneficiaries in Southeastern Brazil, in the period of 2010-2012. The study population included 92,235 complaints. It was observed that the elderly were the population group that registered more complaints (60.8 versus 25.5 complaints/10.000 beneficiaries). The most frequent theme reported by the elderly was related to health care coverage (68.1%). The results reinforce the idea that the mechanisms used by private health companies for risk management and health services utilization control affect in particular those groups most likely to use health services.
