Abstract:

Research on the capacity of decentralized management of epidemiological surveillance in the state of Bahia, Brazil, in three dimensions: operational, organizational and sustainability. The quantitative approach is used in the construction of a baseline, with primary data obtained through a questionnaire answered online for thirty-eight municipal managers of VE. In the qualitative approach to analyze the context and to assess the management capacity of municipalities in two case studies are using techniques adapted to the analysis of discursive practices, through semi-structured interviews with managers of regional and municipal government, health workers and representatives of municipal health council. Secondary data were obtained through document analysis. The case studies show that the municipality with better management capacity is one whose manager has the greatest potential of operating funds from the position he occupies, plus the ability to control this same actor, negotiate and coordinate with other actors. Due to decentralization of VE, considering the nature of shared management between the three spheres of government, there is a substantial variation in the management capacity of municipalities, determined by social, economic, political and management mechanisms adopted.
