Abstract:

The article presents the scenario of emergence and implementation of the National Policy of Humanization, which was built as a public policy to address and overcome the challenges set out by the Brazilian society concerning the quality and dignity in health care. Among its aims, we find the redesign and joint initiatives of humanization of assistance, and solutions to problems in the field of management and organization of health workforce. Highlighting it as a public policy, the authors analyze its main focus and theoretical and methodological approaches to cope with problems in management and practice of health care, pointing to the need to combine strategies in macro and micro policy plans, without dissociating them. The trajectory analysis focuses on changes in composition and action strategies of the Policy, which includes social mobilization, support to the management systems, services and health teams and the development of training processes of institutional stakeholders. The article shows some results obtained in the first five years, as well as its limitations and prospects, especially considering the challenge to NPH to constitute itself effectively in a public policy, which can not be achieved without the mobilization of social forces beyond the State.
