0341/2025 - FOOD AND NUTRITIONAL SECURITY ACTIONS IN HEALTH PLANNING IN PREDOMINANTLY RURAL MUNICIPALITIES AÇÕES DE SEGURANÇA ALIMENTAR E NUTRICIONAL NO PLANEJAMENTO EM SAÚDE DE MUNICÍPIOS PREDOMINANTEMENTE RURAIS
Primary Health Care has great potential to intensify Food and Nutrition Security (FNS) actions. Municipal Health Plans (PMS) define actions to be developed and establish an intersectoral agenda for promoting FNS according to the characteristics and demands of the population. This study aims to describe the epidemiological profile characterized in the PMS of municipalities in a predominantly rural region of the State of Rio Grande do Sul (RS) and to identify the intentionality of actions to promote FNS in health planning. This is a descriptive documentary study, originating from the analysis of the PMS for the four-year period 2022-2025 of twenty-six municipalities in RS. Chronic diseases, overweight, and obesity were highlighted in all plans. Actions that presuppose intersectorality were expressed mainly in the Health in Schools and Bolsa Família programs. There were no mentions related to food insecurity in the PMS, in addition to the fact that only five direct mentions of FNS were found. Although municipalities have included aspects related to food and nutrition in their plans, they are still incipient in view of the epidemiological and social situation experienced by the rural population.

AÇÕES DE SEGURANÇA ALIMENTAR E NUTRICIONAL NO PLANEJAMENTO EM SAÚDE DE MUNICÍPIOS PREDOMINANTEMENTE RURAIS
Abstract(resumo):
A Atenção Primária à Saúde tem grande potencialidade para intensificar ações de Segurança Alimentar e Nutricional (SAN). Os Planos Municipais de Saúde (PMS) definem ações a serem desenvolvidas e estabelecem uma agenda intersetorial de promoção da SAN de acordo com características e demandas da população. Este estudo tem como objetivo descrever o perfil epidemiológico caracterizado nos PMS de municípios de uma região predominantemente rural do Estado do Rio Grande do Sul (RS) e identificar a intencionalidade de ações para a promoção da SAN no planejamento em saúde. Estudo do tipo documental descritivo, oriundo da análise dos PMS do quadriênio 2022-2025 de vinte e seis municípios do RS. As doenças crônicas, o excesso de peso e a obesidade ganharam destaque em todos os planos. As ações que pressupõem intersetorialidade foram expressas principalmente nos programas Saúde na Escola e Bolsa Família. Não houve menções relacionadas à insegurança alimentar nos PMS, além de que foram encontradas somente cinco menções diretas à SAN. Por mais que os municípios tenham apresentado em seus planos aspectos relacionados à alimentação e nutrição, ainda assim, são incipientes diante do quadro epidemiológico e social vivenciado pela população rural.
