Abstract:

This article analyzes the conditions of integral health care access in Recife (PE) following user’s pathways from primary health services to specialist care. Qualitative and quantitative approaches were combined using triangulation of methods and technical research for data analyzes. Systemic arterial hypertension was chosen like a tracer condition to analyze the general quality to access integral care and the health system network that provides this care. The study revealed barriers to access primary health services and others levels of health system which result in postponement of appropriate care and population long term suffering. Structural problems like, excessive demand, absence of medical professionals in the primary health services, insufficient appointments and lack of specific equipaments associated with bad communication between different levels of service are real access constraints that the user are facing in order to find continuous and integral care. It is necessary to extend and to qualify health care and provide especialized methods of diagnose, besides strengthening govenance capacity building for integration between services and professionals to aggre health care flows in the health system from primary health service to specialized care
