0180/2019 - From the psychosocial paradigm to religious moral: Ethical issues in mental health. Do paradigma psicossocial à moral religiosa: Questões éticas em saúde mental.
At the time that the Therapeutic Communities (TCs) arrived in Brazil, the drug law was of legal competence and allied with prohibitionism. With the political opening in the late twentieth century and the psychiatric reform movement, a policy of health competence for drug users was instituted. With this, two antinomic paradigms were opened in public management: the prohibitionist and the psychosocial. Recently we have observed the increase of discussion on public financing of Therapeutic Community in the Brazilian scenario, which introduces a new question. It is ethical and implies the limits between the public sphere and the private sphere of life in health governance. Researching the ion of CTs, it was possible to verify their history in Brazil, their connection with religion, and the reports madeinspections of their workings. The research methodology followed the survey of documents, articles and books, websites, newspaper headlines, the internet, the subsequent gathering of information and data analysis. As a result, there was a resurgence of the prohibitionist paradigm and its association with religious morality, which is corroborated by authors discussing health policies for drug users.

Do paradigma psicossocial à moral religiosa: Questões éticas em saúde mental.
Abstract(resumo):
Na época em que as Comunidades Terapêuticas (CTs) chegaram ao Brasil, a lei sobre drogas era de competência jurídica e se aliava ao proibicionismo. Com a abertura política no final do século XX e o movimento da reforma psiquiátrica, instituiu-se uma política de competência da saúde para usuários de drogas. Com isso, abriram-se dois paradigmas antinômicos na gestão pública: o proibicionista e o psicossocial. Atualmente, vemos crescer no cenário brasileiro a discussão sobre o financiamento público das Comunidades Terapêuticas (CTs), o que introduz uma nova questão. Ela é ética e implica os limites entre a esfera pública e a privada na governança em saúde. Pesquisando a inserção das CTs, foi possível verificar, sua história no Brasil, a ligação delas com a religião, e os relatórios feitos a partir de inspeções nos seus funcionamentos. A metodologia de pesquisa seguiu o levantamento de documentos, artigos e livros, sites, manchetes de jornal, internet, a subsequente coleta de informações e análise dos dados. Como resultado observou-se um recrudescimento do paradigma proibicionista e sua associação à moral religiosa, o que é corroborado por autores que discutem as políticas de saúde para usuários de drogas.
