Abstract:

Health councils, as coparticipants in actuation, planning and control of the public policies ex-ecution, consist in public spaces which aim participation and social control on the matter of health actions that regard collectivity. Access to information is prerequisite not only for coun-cil members but also for civil society to propose, monitor and evaluate actions undertaken in the health area. Based on this understanding and on the recommendation instituted by Federal Statute n. 141 of 2012, related to giving visibility to SUS management instruments, this study sought to verify how portals of City halls of Brazilian capital cities have disclosed their health councils and the instruments necessary to analyze, monitor and follow up health policy. Alt-hough recommended by law, the research has shown that publicizing is given in different ways by capitals. Only 14% of investigated portals provide, on council’s pages, SUS man-agement instruments and 33% of them do not disclose neither information about the council neither about management instruments. The lack of such content can lead to the weakening of the institutionality of the council and thus of participatory democracy itself.
