0108/2023 - Health Promotion in Primary Care: effects and limitations in times of conservative neoliberalism PROMOÇÃO DA SAÚDE NA ATENÇÃO PRIMÁRIA: EFEITOS E LIMITAÇÕES EM TEMPOS DE NEOLIBERALISMO CONSERVADOR
This article seeks to understand and analyze the effects and limitations of Health Promotion in Primary Health Care (PHC). We carried out a qualitative research, of genealogical inspiration, with 23 PHC workers. The analysis originated the following sets of data: effects of Health Promotion practices carried out in PHC and difficulties and limitations in carrying out the practices. The results show that the main effect of Health Promotion practices is the reduction of medicalization and the adoption of elements of the Extended Clinic in the care provided. The main difficulties arisethe precariousness of public policies, arisingthe fiscal austerity measures adopted in recent years. Strengthening the collective character of health demands and the responses to them seems to be a possibility of resistance in the face of the authoritarian neoliberal rationality that currently prevails in the Brazilian State.

PROMOÇÃO DA SAÚDE NA ATENÇÃO PRIMÁRIA: EFEITOS E LIMITAÇÕES EM TEMPOS DE NEOLIBERALISMO CONSERVADOR
Abstract(resumo):
Este artigo busca conhecer e analisar os efeitos e as limitações da Promoção da Saúde na Atenção Primária em Saúde (APS). Realizamos uma pesquisa qualitativa, de inspiração genealógica, com 23 trabalhadores da APS. A análise originou os seguintes conjuntos de dados: efeitos das práticas de Promoção da Saúde realizadas na APS e dificuldades e limitações para a realização das práticas. Os resultados apontam que o principal efeito das práticas de Promoção da Saúde está na diminuição da medicalização e na adoção de elementos da Clínica Ampliada no cuidado realizado. As principais dificuldades decorrem da precarização das políticas públicas, oriundas das medidas de austeridade fiscal adotadas nos últimos anos. Fortalecer o caráter coletivo das demandas em saúde e das respostas para elas parece ser uma possibilidade de resistência diante da racionalidade neoliberal autoritária que impera no Estado brasileiro atualmente.
