Abstract:

This article seeks to understand and analyze the effects and limitations of Health Promotion in Primary Health Care (PHC). We carried out a qualitative research, of genealogical inspiration, with 23 PHC workers. The analysis originated the following sets of data: effects of Health Promotion practices carried out in PHC and difficulties and limitations in carrying out the practices. The results show that the main effect of Health Promotion practices is the reduction of medicalization and the adoption of elements of the Extended Clinic in the care provided. The main difficulties arisethe precariousness of public policies, arisingthe fiscal austerity measures adopted in recent years. Strengthening the collective character of health demands and the responses to them seems to be a possibility of resistance in the face of the authoritarian neoliberal rationality that currently prevails in the Brazilian State.
