Abstract:

Health is a fundamental human right following the global commitment to the Universal Declaration of Human Rights. Health is made a public good, socially produced by networks and subjects disputing diverse aims on the public policy agenda. The Health Promotion, as a set of strategies and ways to produce health, at individual and collective level, to meet the social health needs and ensure the improvement of people‘s quality of life, emerges marked by tensions inherent to the defense of the right to health. This paper aims to clarify certain course of health promotion in Brazil and tells the story of its claim as a National Policy, and the possibilities that there were produced to increase the integrality of health care. The authors, fully involved in the formulation, implementation and review of the National Health Promotion Policy (PNPS), present it into four chapters: 1998/2004 - Embryo of a Health Promotion National Policy (HPNP); 2005/2013 – a HPNP is born, grows and develops; 2013-2015 - reviewing, expanding and disseminating the HPNP. In addition to the narrative of a story, cycle analysis of a policy, or balance of advances, the article tries to rescue contexts, texts, speeches, tensions in the trajectory of the HPNP. The next chapters, an ongoing work, announce paths.
