Abstract:

The study has analyzed potential conflicts of interest (COI) regarding the private commercial sector and health promotion (HP) policies, particularly their interface with the food and nutrition field in Brazil. The paper addresses the international ideas’ influences in this process and, in order to do so, the two editions of the Brazilian National Health Promotion Policy (2006 and 2014) and the international accords that have been subsidized them have been analyzed. The study was based on documental analysis, considering the following dimensions and categories: on the dimension regarding HP ideas scope, principles and strategies adopted have been identified on regards to the COI dimension it was analyzed how the theme was approached by the documents, the relationships with the commercial private sector, and the so called “public private partnership” proposals. It was concluded that COI are still weakly approached by the referred policies. The debate is depoliticized when power asymmetries between sectors involved in public private relationships are not made explicit, or when it ignores commercial private sector practices that offend objectives, principles and values of HP policies.
