Abstract:

This article aims to develop a comprehensive study concerning the Unified Health System of Brazil (SUS) as a result of the combination of public services in a network that follows a region-based logic (tripartite organization). SUS emergesthis integration.
The dynamic is a direct consequence of the country’s Federation status, and it’s three levels of governance (regional, state and national); all sharing the responsibility of taking care of its population health lato sensu. Furthermore, all services are connected through complex sanitary programs. Recognizing the complexity of the health services, especially when considering the global understanding that it does not allow segmentation of the process, all services must follow an universal accessibility rationality – matter the locality or status of the citizen. To uphold such arrangement, it necessary to maintain permanent interaction between all federal entities, as each one discuss and agree on the operative and financial elements.
All these aspects are essential to arrange SUS as a regional and systematized network of services in health. On the whole, this paper wants to advance the discussion that without said network and regionalization process there is no Unified Health System, as determined by the Constitution.
