Abstract:

The present article aims at discussing the question of access to medicines as a social right, investigating how the users subscribed in the Hiperdia program realizes their access to medicines. Thus, the process of medicalization experienced by the Brazilian society nowadays was observed, highlighting the influence that this process presents regarding access to medicines compromising the goal of both universal and equal access to them. By the use of a strategy proposed by qualitative research was used, focal groups with Hiperdia users of the basic health service from Juiz de Fora, Minas Gerais, Brazil, were organized. The work emphasizes the perception of these users in respect to their rights related to essential medicine, their beliefs, knowledge, attitudes, difficulties, fears, doubts, anxieties concerning a both the use of essential medicine, and vision about the access to medicines and the diseases they suffer from. This study has indicated that the majority of the health basic unities users do not consider themselves legitimate to these rights, showing that access to medicine as a social right, assured constitutionally, is far from being effective in the Brazilian public health service.
