Abstract:

The aim of this study was to analyze time trends in admissions for ambulatory care sensitive conditions (ACSCs), relating it to the health spending and to coverage of the Estratégia Saúde da Família (Family Health Strategy) (ESF), in São Leopoldo, Rio Grande do Sul, between 2003 and 2012. This is an ecological time series trend study. Secondary data was used, available in the Sistema de Informações Hospitalares do Sistema Único de Saúde (Hospital Information System of Brazil’s National Unified Health System), Departamento de Atenção Básica (Department of Primary Care) and the Sistema de Informações sobre Orçamentos Públicos em Saúde (Public Health Budget Information System in Health). The analysis was performed by comparing the ACSCs through three-year moving averages and Poisson Regression or negative binomial. There was no statistically significant decrease in ACSCs coefficients and spending on primary care during the study period. Total spending on health, per capita spending and the ESF coverage increased significantly, though unrelated to the ACSCs. The results showed that, despite increases in financial investment and population coverage by the ESF, both remained insufficient to ensure adequate health care to the population.
