0280/2023 - IMPLEMENTATION OF PUBLIC HEALTH CONSORTIUMS AND REGIONAL POLYCLINICS IN BAHIA IMPLANTAÇÃO DE CONSÓRCIOS PÚBLICOS DE SAÚDE E POLICLÍNICAS REGIONAIS NA BAHIA
Public Health Consortia represent a strategy to enhance regionalization in the SUS and interfederative cooperation. As part of the strategy, the implementation of regional polyclinics aims to improve access to services with greater technological density, closer to the users\' hometown. This study aims to analyze the implementation process of Public Health Consortia and regional polyclinics in Bahia, based on document analysis, identifying facilitating and hindering aspects related to entering the political agenda, the role of state management, specificities of the composition of the CPS and the regional polyclinics in the state of Bahia. A documental analysis was carried out of the minutes of the Bipartite Intermanagers Commission2015 to 2018 and of constitutive documents of the consortia implemented in Bahia. The results indicate that the Ceará experience inspired the creation of consortia in Bahia, especially in the structuring of polyclinics. There was a favorable position of municipal managers regarding the potential of the consortium in cooperation between municipalities. The role of the state government proved to be a facilitating condition and the maintenance of the municipal counterpart in financing as a hindering element. It is concluded that the consortia contributed to the regionalization of health in the state and the expansion of access to specialized care.

IMPLANTAÇÃO DE CONSÓRCIOS PÚBLICOS DE SAÚDE E POLICLÍNICAS REGIONAIS NA BAHIA
Abstract(resumo):
Os Consórcios Públicos de Saúde representam uma estratégia para potencializar a regionalização no SUS e a cooperação interfederativa. Como parte da estratégia, a implantação de policlínicas regionais visa melhorar o acesso a serviços de maior densidade tecnológica, mais próximos ao município de origem dos usuários. Este estudo objetiva analisar o processo de implantação dos Consórcios Públicos de Saúde e das policlínicas regionais na Bahia, com base em análise documental, identificando aspectos facilitadores e dificultadores relativos à entrada na agenda política, papel da gestão estadual, especificidades da composição dos CPS e das policlínicas regionais no estado da Bahia. Realizou-se análise documental das atas da Comissão Intergestores Bipartite dos anos de 2015 a 2018 e de documentos constitutivos dos consórcios implantados na Bahia. Os resultados indicam que a experiência do Ceará inspirou a criação dos consórcios na Bahia, sobretudo na estruturação das policlínicas. Verificou-se posicionamento favorável dos gestores municipais acerca da potencialidade do consórcio na cooperação entre municípios. A atuação do governo do estado revelou-se condição facilitadora e a manutenção da contrapartida municipal no financiamento como elemento dificultador. Conclui-se que os consórcios contribuíram para regionalização da saúde no estado e ampliação do acesso à atenção especializada.
