Abstract:

This paper reflects on the potential of innovative practices in the design and work of the brazilian ombudsman system of health. The text is divided into two parts, seeking to answer the question:
How to conceive and implement innovative practices - and more, containing sustainability in its renewal - when urgent demands of the population are being talked and heard by the Government, even more dramatic when relating to health and must be promptly answered, answered and resolved?
The first part of the article discusses the polysemic concept of innovation, focusing on their application in the field of public administration in its three spheres, and points out the importance of its close correlation with the different notions of information and knowledge in a society like we live in. In the second part, the text develops a driving idea Ombudsman and presents a proposal for an operational concept of innovation in ombudsman, considering the changing context and transformations at high speed marking the complexity characteristic of contemporary life as well as the needs of resources management and expertise development in information management.
