Abstract:

This article describes the process of integrating and adapting implementation science (IS) models from Global North to the Global South context and their application in assessing the implementation of the National Food and Nutrition Policy (PNAN). The study was conducted in three stages: (i) two IS frameworks were selected and adapted; (ii) literature on Brazilian public administration was incorporated, considering political actors, the intergovernmental and intersectoral arrangements; (iii) determinant of implementation. This integration resulted in the Integrated Model for the Analysis of Health Policy Implementation (MIPS), a model with 11 constructs organized into three groups: “Policy Formulation Context,” “Implementation Context,” and “Evaluation and Outcomes.” The application of this model to evaluate PNAN implementation provided a comprehensive assessment of implementation dynamics, with a multidimensional approach that acknowledges the particularities of the Brazilian federative context, its regional and institutional differences, and the complexity of the national health system. Our results highlight the importance of considering the setting of a Global South country when evaluating policies through IS models.
