Abstract:

Some studies have disclosed the impact of conditional cash transfers improving life conditions and access to health and education services in different countries. Associating monetary benefits with education and health practices such programs have been pointed as important innovations in poverty reduction policy. However, gaps persist throughout the evaluation of the benefits of such interventions between the groups that present greater difficulties in having access to public services or advances in the quality of education and school performance. Moreover, there is limited evidence of the program adequacy to the respective contexts of implementation, levels of adhesion and local cooperation and strategies adopted for the integration with social policy. Following this debate in Brazil, the article discuss the findings of the study of the implementation of Bolsa Familia in Manguinhos, a slum area in Rio de Janeiro carried through the years of 2007 and 2008 based on semi-structured interviews with implementing officials and local stakeholders. In conclusion, the study shows that the sustainability of Bolsa Familia actions to reduce poverty and promote health equity tends to be strongly associated with the canals of vertical and horizontal interlocution between government levels, public managers and civil associations, recognition of the complexity of the local social demands and an intersetoral agenda.
