Abstract:

Created in 1986, the Spanish National Health System adopted Primary Health Care (PHC) as one of its building blocks. Since the beginning, the Spanish PHC model has been subjected to both praise and criticism. Today, a crisis in public policies funding, including health policies, has resurrected old debates and raised new ones. The present paper analyses the available data about the degree of acceptance of PHC from the perspective of Spanish citizens as well as data about the debate produced in the last five years by politicians, patients and health workers. By the end of the paper the authors make some inferences that decision-makers ought to take into consideration in order to, taking off from the strengths and weakness of PHC model usually acknowledged, avoiding mistakes caused by improvised decisions caused by conjunctural urgencies.
