Abstract:

Modeling played a significant role in supporting public policy during the Covid-19 pandemic, and decision-making faced a context of limited evidence. This study aimed to characterize groups that performed modeling to support public health decision-making in Brazil during the pandemic. It is a cross-sectional study that included institutions and groups of researchers who worked with Covid-19 modeling and supported decision-making. The groups were identified based on two strategies: 1) a scoping review and 2) the identification of research groups through snowball sampling. A total of 100 studies and 30 institutions were identified. Of the 40 researchers who reported interaction with health managers, 20 were interviewed, including programmers, mathematicians, physicians, epidemiologists, statisticians and physicists. Regarding institutional partnerships, 14 researchers reported having collaborated in national and/or international partnerships. Only a few (5/20) reported some kind of official collaboration between the group and the health management. We observed a gap in modeling demand and communication to support health management during the Covid-19. Reshaping the process of formulating and implementing public policy during health emergencies can promote strong health systems and better responses to pandemics.
