Abstract:

The objective was to analyze the federal guidelines for the organization of the work process in Primary Health Care and the modes of production of care, in order to promote the universality of access to services, through documentary analysis in official primary sources related to the National Health Policy. Primary Care and National Programs for Improving Access and Quality, More Doctors and Telehealth Brazil Networks. The analysis originated five categories: worker training; valorization of the worker and the work; organizing health actions and services; multiprofessional teams and the complexity of doing in health; and collective construction of health as a right. The results show advances in the promotion of universality, especially in the documents prior to 2015, due to actions related to vocational training, reception, the establishment of evaluation processes and the expansion of the scope of actions. However, especially in the most recent documents, there are approximations with universal coverage, as evidenced by the encouragement of the implementation of teams with reduced multidisciplinary composition and flexible working hours, which make difficult the implementation of the SUS as an inclusive social policy.
